Engr. Louie C. Jamora, Planning Officer, explained the different indicators of the different instruments and set the dates of the series of events to be done for the activity. Mrs. Eugene L. Jazul, Financial Management Services Director/Budget Officer presented the expected output as to allocation of regular and projected income. Other issues about the preparations of operational plans, PPMP, and instruments used for college evaluation were dealt with. The group agreed that each unit will meet its members and finalize their own output within a week and after that, presentation and critiquing will follow. This activity is annually conducted to ensure productive and accurate plans and expenses of the college and in consonance with National Budget Memo No. 119, dated December 27, 2013 within the context of shared fiscal management and responsibility. A year ago, today, DEBESMSCAT, as with other SUCs in the country, were oblivious that a month or so later, the usual flow of the business and processes in the college will be arrested. Immediately, the college was confronted with the need to come up with means to deliver its services without contact to its clientele. Learning modalities that were not used on a large scale and scope before were made the primary means of instructional delivery.
Students of the college, the majority of whom live in areas with limited network coverage, were made to choose between online learning or modular learning—both, to some degree, require an Internet connection to succeed in the course.
