Message from the President
A year ago, today, DEBESMSCAT, as with other SUCs in the country, were oblivious that a month or so later, the usual flow of the business and processes in the college will be arrested. Immediately, the college was confronted with the need to come up with means to deliver its services without contact to its clientele. Learning modalities that were not used on a large scale and scope before were made the primary means of instructional delivery.
Students of the college, the majority of whom live in areas with limited network coverage, were made to choose between online learning or modular learning—both, to some degree, require an Internet connection to succeed in the course. Students need an Internet connection to view tasks and materials, upload submissions and join the synchronous classes in online learning, or download and watch videos for asynchronous learning. On the other hand, if they want to expand their learning, they would have to do some research online as some hastily prepared modules may lack some comprehensive take on the subject one could get from lectures and books.
While the fear brought about by the then raging threat of the pandemic envelops the entire province, DEBESMSCAT must prepare for its transition to becoming the sole state university in the province—a feat made arduous by the restrictions and limitations set forth by the IATF and government to protect the people from and prevent the spread of COViD-19. The journey towards universihood was more of a battle of willpower, commitment, and dedication.
On December 21, 2020, after a month-long preparation, the college has subjected itself to the rigors of the evaluation process. All colleges and front-line offices were thoroughly evaluated. By the end of the day, the panel gave their feedback and the college brazed itself for the pronouncement of the truth—DEBESMSCAT is finally ready to become DEBES-MSU.
With its becoming a university, the growth of the institution would be accelerated many folds. Students will begin seeing buildings after buildings are being constructed. Facilities will improve over time and the services of the college will be brought to a new level.
The college has begun hiring qualified, talented and skilled faculty who will form the backbone for the instruction. The college faculty will redefine quality education in the context of DEBESMSCAT to meet the demands of the quality expected of a university.
We promise to deliver our best—in our services, instruction, and extension programs—keeping in mind the vision of DEBES-MSU as the center of social transformation in the province by 2025.
All these we deliver in the spirit of caring and compassion founded on our commitment to serving with the highest standard of quality.
DEBES-MSU, the sole state university in the province of Masbate, is our humble offering to its people.
